In a daring escape, a woman in Muskegon Heights, Michigan, who was handcuffed in the back of a police cruiser, narrowly wriggled out of the backseat. The video was captured by a local ABC affiliate before police noticed what was happening. Somehow, the window was down. The National Weather Service announced that parts of 13 states were under so-called "red flag" warnings on March 28. You can see a map of the states here.
